This is a work in progress - we're still iterating. We haven't even played it in game yet. Not soon.
Can you explain what the very right of the four buttons on the top right of the mini map will do? Or is that classified information?
From left to right they are: 1) Champion Info 2) Scoreboard 3) Options Menu 4) Camera Lock Currently, if you have a not amazing monitor, those four are lost in the bezel. Here they are clear.
What makes this new design better than the older one?
We’re trying to make things more readable, intuitive and informative. For example, the image we just posted has dots below the abilities to show what level the ability is at a glance. We also opened up the play area so you could see more of the map.
Will you be updating the spectator UI as well?
This is on my / Watch Team's list of things to do. However before we begin on this, we want the Art and UI dudes to finish up on the in-game stuff as we'll want to follow them as far as art style. It's a ways off and we have some other big things to finish up before we can begin.
Has anyone ever brought up unique UI skins for specific skins? Like you guys went all out on the PFE skin. Wouldn't a cool PFE UI that goes with the chosen character skin be cool too?
It's come up. The cost of getting those UI skins to be the right level of cool but not too intrusive is pretty high, so not sure that its entirely worth it. Thats something we could consider again once we've gotten past this project and had time/tech to reevaluate.
Riot released some more information about the timeframe of when the soraka's rework will be released to the public, although they didn't go into detail.

this isn't technically an update since the information has been around, but i wanted to point out that a good portion of the work for soraka and katarina was done in parallel, so their releases should be much closer together (unlike the gap between ashe and kat).
i guess the 'new info' here would be that while we don't have dates set yet, soraka is extremely far along. Soraka is just model/animations/particles. No ability changes.

Twitch and evelyn buffs
Riot agreed with the community that they released twitch and evelyn in a rather weak state. They also said that they are planning to adress this in a future patch

We agree that Twitch and Eve released a bit on the weak side after their remakes, but to say they are the two weakest champions in the game is quite a bit of hyperbole in my opinion.
We're watching their performance closely, and we do have some buffs in mind. Dramatic changes like Twitch & Eve's new kits do need some time to bake in before we make any big changes. It's pretty easy to send these characters into overpowered states, and we wanted to give players some time to adjust to them before finalizing our opinions about their balance.
We have just turned on a new feature on the PBE that allows you to create "notes" on you Friends List. As you meet new people and your list grows, it can be difficult to remember who is who, how you met them or what role they play. We hope this feature will make tracking and playing with friends much easier.

You can now add and edit notes about your buddies by right-clicking their name in your friends list or double clicking the note icon that appears when you hover over their name
You may view buddy notes by hovering over the note icon that appears once you have saved a note for that friend
Buddy notes are tied to your account and can be accessed anywhere you log into League of Legends

Sustain on items
RiotTiza went into some detail on sustain on certain items and why they don't like to have infinite sustain.

When considering things like this, you have to look at numbers and situations, not just generic trains of thought. I can't speak to the specifics about any balancing decisions, but there's a significant difference between "sustain is bad" and "too much cheap sustain is bad" and "near-infinite free sustain is bad."
Another factor is that Innervating Locket gave the same nominal effect to everyone, it manifested very differently based on its synergy with certain champion's kits. A caster would get a boost every so often, but an ability-spammy champion like Udyr could continually proc its passive, getting effectively 200hp/5 and 80mp/5 (if my math is right). That is a ridiculous amount of sustain.
Any kind of systems analysis, whether it's for LoL balance or business decisions or life choices, involves layers of analysis on multiple levels of interaction and dozens of variables. Taking the easiest synopsis of "too much sustain" isn't applicable to other situations.

Creating an account on the PBE
Riot is introducing a new way to create an account for the Public Beta Enviroment. This will feature a new system that will lower the amount of toxic players in there.

We are implementing a new method for account creation on the Public Beta Environment starting August 10th. Sign-ups on the PBE will now only be open on the 1st, 2nd, and 3rd of every month, remaining closed for the rest of each month. Were making this change because player behavior on the PBE has been impacting your ability to test upcoming content in a great environment and we'd like to correct this:
Players who are banned for trolling/harassment/etc can simply make a new account immediately
Developers are unable to obtain reliable and actionable feedback from the PBE because games are often skewed by leavers/trolls
Players who are actually using the PBE to provide feedback and report bugs are discouraged from participating because of the actions of others
Rest assured! We are working on implementing a multitude of improvements to help with this problem as the PBE continues to be an excellent resource for bug finding and feedback during every release cycle; not to mention we also have some pretty awesome summoners on the PBE! Limiting sign-ups is the first step to help make the PBE a better place for playing and gathering feedback.
